Docs only. Follow-up to #2 (merged as bd6206c).

docs/operations/aapanel-production.md checked against tools/deploy/deploy.sh and the seeders:
- /home/www owned by www (otherwise npm ci fails with EACCES in the deploy)
- toolchain check under sudo -u www
- Meilisearch master key in a 600 config file instead of argv
- production skips db:seed
- first super-admin via register + tinker until F-21; command verified on a throwaway SQLite DB (role assigned, e-mail verified, Horizon gate passes)
Control plane: STATE/state.json point at main. HANDOFFS lists the next tracks:
- R1 production bootstrap
- R2 security/ops
- R3 legal
- R4 product

Test plan: npm run check passes (192 files formatted, 0 lint warnings). CI runs on this PR.
